All of the high level people have their own methods for getting things in and out of the country, so you’re probably going to affect some “middle class” smugglers, but the I’m worried that people trying to flee are going to be affected more.
The problem isn’t refugees; it’s the people selling stuff and then going back with Euros to avoid sanctions.
