Apparently you can set your games (individually) to only update at launch. You can also schedule updates.
scheduling them is probably smart, I’ll see if it affects the shader cache downloads.
Scheduling updates to only happen at night or something like that seems to be the best way. You can mark a wifi network as a metered connection while in desktop mode, but to the best of my knowledge this doesn’t affect Steam Downloads.
You can disable shader cache downloads completely in desktop mode steam settings.
