I believe this is genuine support of the bill from Apple. Between Right to Repair winning in Massachusetts and the EU demanding compliance, I think Apple decided to flip the script. They would want to continue the illusion of customer friendly tech.

They don’t support this because it’s green (they shred too many working devices to make that believable), they support it because it’s good for business.
Here’s my theory:
They’ve helped shape the legislation into something they can live with, and now support it to force competitors that were much worse about repairs (many notable Android brands) to also invest in right to repair.
Their meh-but-better-than-the-competition program turns into a cost center for their competitors and Apple can score some PR points.
