The federal government doesn’t control elections. You handle that at the state (or county/parish/whatever) level. At least here in Oregon, people can bring measures to the ballot by petition rather than waiting for the legislature to do anything about it, and given two party monopoly, they aren’t going to do anything about it for you.

With the right contribution guidelines and solid PR pipelines to ensure code quality, it seems like pretty much any engineer could hop in and start developing. Especially if local resources like containers could be leveraged to allow rapid development.

We need Congress to pass legislation that creates an open standard. The issue could be forced by passing legislation at the state level, too. That may be difficult though, as interstate commerce clause might come into play. But states where citizens can get initiatives on the ballot would be one way to start the fire.
